Current Juggernaut:
Iron Helmet, Diamond Chestplate, Iron Leggings, Iron Boots
70% extra damage reduction
Jugg gets in total 90.4% damage reduction and 30 total health (15 hearts)
Trooper deals 7.25 damage with a sharp 1 iron sword without crits
This means that Trooper deals 0.696 damage (less than half a heart) to a Jugg every swing which means that a Trooper has to hit a Jugg 44 times to kill a Jugg without regen.
Other things to note:
Juggernaut is effectively tankier than Dwarf is considering that Jugg has no requirements in order to become tanky.
Juggernaut can be healed by Medics.
Juggernaut's only counters are bow classes and potentially Warper when used correctly. Venom and Demo are not effective counter classes as they have to melee the Jugg instead of shooting from afar. Jugg's best counter is currently Pyro.
Proposed Nerf:
Change the extra damage reduction to 50%.
This will change Jugg's total damage reduction to 84% which means a sharp 1 iron sword deals 1.16 damage per hit (without crits).
Also remove the ability to heal Jugg's as Medic.
