Perfect Balance by no means is perfectly balanced. Blue's water offers way more utility for Red than Red's lava does for Blue.
Some suggestions:
Move the waterfall sources down a block:
- The waterfalls on blue's side can be used for red to get up to the top, it's just unnecessary and moving it down a block mitigates most of the uses of them.
Add hay blocks to red's side:
- Add red carpet or whatever to cover it
- Blue has a pond out in front so putting hay in the same place on red's side should help balance it out a little more
Add glass over lava and water:
- Have a covering so it is the same on both sides, water will help a team more than lava will
- ex: get shot by a pyro and blue has exposed water and red doesn't
Add more to the roofs (suggested by dave_x):
- Room for more interesting additions
- My ex: Could possibly use a ring above the bomb to just add another element to the play
