Suggestion 1:
Dwarves sharing a maximum level achievable between them; e.g. If there's one dwarf, they can get to maximum level, but if there are multiple dwarves, the maximum level is shared between them.
let's say the maximum level is 30, so if there's 1 dwarf, they can get to level 30. If there's 2, they can each get to level 15. If there's 3, then level 10, etc.
Suggestion 2:
If that scaling is too harsh, maybe it could be proportional instead of the maximum level shared between them.
e.g.
The purpose of the suggestion(s) would be to prevent a late game powerhouse of max level dwarves that becomes impossible to fight against unless you have very specific kits (e.g. warper + longbow for void kills, venom/pyro, etc) or wait for endgame poison.
